The 83rd Quota International Convention was held on July 16 to 19, 2004, in Toronto, Ontario, Canada, and over 430 members and leaders representing ten different Quota countries attended. This was the organization's first biennial convention held since the organization began implementing the change in Quota International's meeting calendar last year. 2003-2004 Quota International President, Mary Cotter, of Fairbanks, Alaska, U.S.A., presided over four days of meaningful Quota discussions, debates, celebrations, fellowship, presentations, and opportunities for members to broaden their horizons. Convention activities were held at the Fairmont Royal York Hotel in Toronto. The convention culminated with the installation of Nicôl Lea of Cupertino, California, U.S.A., as Quota International's 2004-2005 President during an evening ceremony held the last evening of convention. The festive evening celebrated the change in Quota International leadership in a moving ceremony led by outgoing President Mary Cotter, and incoming President Nicôl's unveiled her theme, "Share Quota's Heart Around the World."
