Quota International regrets to announce the death on August 28, 2005, of Past International President Dorothy Milligan. Member of QI of Ottawa, Ontario, and District 18, Dorothy served as international president from 1972-73. Her presidential theme, "Zoom Ahead Together in Fellowship and Service," expressed her enthusiastic desire to bring Quota's fellowship and friendship to others worldwide. In fact, she presented the charter to the first club in New Zealand, Quota International of Auckland, during her year as president. New Zealand was the fourth country to join Quota's family at that time. She ended her term as international president at the 1973 Convention in Toronto, Ontario, where she joined with fellow Quotarians in celebrating Quota's Friendship and Service. Though unable to participate in Quota activities during her later years, her family reports that Quota was always in the forefront of her thoughts and memories. Serving as Quota International's president was a highlight of Dorothy's life. Dorothy had an illustrious career, having the distinction of being the "first" to achieve many milestones in Canada. She was a senior officer of the Federal Public Service Commission, the first non-American of the U.S. President's Council on the Handicapped, founding member of the Council on Aging, and received the first award for service from Care International to mention only a few of her achievements. In addition, in response to requests from members and in honor of Dorothy's
deep interest in development and growth of Quota, a memorial fund in her
name has been set up in the Wanda Frey Joiner Founder program. This was
a program near and dear to Dorothy's heart, which was established during
her tenure on the Quota International Board of Directors. If you wish
to make a donation to this memorial fund, please write your check payable
to Quota International and include a note that it is for the PIP Dorothy
