International President Mary Cotter says "Strength is my vision." Mary sees Quota's strength "not only in global expansion, but also in fiscal responsibility." Mary's theme for her presidential year is "Strengthen Quota's Roots." "Our 309 clubs worldwide possess very strong roots, which have sustained them throughout their club longevity. Our roots of community service, world service, aiding disadvantaged women and children, and assisting the deaf and hard-of-hearing are what we are all about. No matter what else occurs in Quota, our roots will sustain us...they are our strength."

A 16-year member of Quota, Mary was West Area Director (1998-2000) prior to serving as Treasurer (2001-2002) and President-elect (2002-2003). She also has served as a Club Expansion Organizer, Chairperson for the Convention Resolution Task Force Committee, and Chair of the Budget and Finance Committee. In 1998, Mary was on the ad hoc committee for research grant awards and was Bylaw Chairperson from 1999 to 2000.

For the past 20 years, Mary has worked for the Fairbanks Day Care Food Program. She began as Chief Financial Officer and has been Executive Director for the last 11 years. In this capacity, she is responsible for managing a nonprofit agency with an annual budget of $800,000, focusing on staff management and grant writing. Mary has presented national workshops for the U.S. Department of Agriculture and is Alaskan liaison for both the State Department of Education and the National Child and Adult Care Food Program Sponsors Organization.

In addition to all of the above, Mary is a member of the Board of Directors for the Greater Alaskan Coalition for Quality Child Care, board member for Fairbanks Association for the Education of Young Children, board member for the CARES Program, and President of the Lathrop High School Soccer Club. She also received a mayoral appointment to serve as Commissioner for the Fairbanks Early Childhood Development Committee from 2000-2003.
