International Bylaws

The following Bylaw Amendments were passed by the convention body at the 81st Annual Convention in Pittsburgh, PA:

Article VII: Quota International
Section 3. Vacancies
(paragraphs B and D new/revised)

A. In the event of a vacancy in the office of president, the president-elect shall become president.

B. In the event of a vacancy in the office of president-elect, the treasurer shall become president-elect. At the following international convention, the president-elect shall become president.

C. A vacancy created in the office of treasurer or area director shall be filled for the unexpired term by the board of directors at the next meeting of the board provided notice of such special election has been sent with the notice of the meeting.

In the event that a vacancy occurs when it is not feasible for the board to meet, the board shall elect by mail ballot from nominations made by the president.

D. Any person serving more than half of a term to fill a vacancy in the office of president, treasurer, or area director shall be deemed to have served a full term.


Article VIII: Nominations and Elections
Section 2. Elections

A. At Convention. Election of international officers shall be by ballot at convention, and plurality vote shall elect.

B. Absentee Voting. Absentee ballots for the election of international officers shall be automatically sent to each club, district, and past international president with the credentials of candidates for international office. Clubs or districts not sending a delegate to convention and past international presidents not attending convention must return the ballot to the executive director postmarked no later than June 15. Absentee ballots received by the executive director before the opening of the convention shall be counted at convention by the Elections Committee and shall be reported to the convention body as part of the total results of the elections for international officers.

C. By Mail. Election to the office of area director for any area(s) whose boundaries lie outside the continent where the international convention is sited shall be by mail. Ballots shall be sent directly to the voting body of such area(s) and returned to the executive director to be counted by the special Elections Committee appointed by the president. The voted ballot must be received by the executive director not later than sixty days prior to the opening of the convention. Notice of the results of the election(s) by mail shall be sent to the area(s) so voting at least forty-five days prior to the convention.

D. When there is only one nominee for an International office, the above process will be eliminated and the candidate shall be declared elected.
